Meet Our Executives
As President of GSA, Tom’s primary responsibilities are compliance consulting and business development. A nationally recognized expert on Service Contract Act and Davis Bacon Act compliance, Tom is often called upon by the nation’s leading contractors to discuss creative solutions to their unique challenges. With his extensive background in SCA, DBA, FAR and ERISA, Tom has been helping contractors streamline costs, resolve compliance issues and develop strategies since 1991. His current focus is on helping clients develop strategies to ensure compliance with PPACA in coordination with SCA and ERISA regulations, while also maintaining cost efficiency.
Vanessa Quiñones is the Senior Director of Client Relations at GSA. Responsible for resolving all business level issues, Vanessa serves as the primary point of contact for client management and carriers. Vanessa’s experience at GSA includes implementation of new clients, annual renewals, benefit coverage procurement, cost projections/analysis, customer service and over 11 years experience in benefits administration. Vanessa is bilingual (English & Spanish) and is a member of the International Foundation of Employee Benefits Plan and the Professional Services Council.
David W. Baron
David Baron serves as the Chief Financial Officer of Government Service Administrators (GSA) with responsibility for day-to-day financial functions, trust management, and compliance for GSA clients. David has 22 years of progressive accounting experience, including extensive experience in government contracting and the McNamara-O’Hara Service Contract Act. David directs the compliance audit process for GSA clients, including Financial, Incurred Cost, 401K, VEBA, and ESOP components. He offers comprehensive knowledge of GAAP, DCAA, SCA, and FAR guidelines, Section 4(c) VEBAs, ERISA, and SCA compliance. David is a graduate of James Madison University and is a member of the Professional Services Council.
Matt Corzine serves as Senior Director of Administration at Government Service Administrators (GSA) with responsibility for day-to-day operations including customer service, operations/financial analysis, and benefits administration. He is an accomplished operations executive with 14 years of experience guiding operations, technology, administration, and support teams in business development, process improvement, and service delivery excellence. Matt’s experience at GSA includes the implementation of a new web-based benefits enrollment platform integrated with GSA’s proprietary benefits administration system. Matt is a graduate of Vanderbilt University and a member of the International Foundation of Employee Benefits Plans and the Professional Services Council.
Al is an accomplished McNamara-O’Hara Service Contract Act technical expert. He has acquired a broad expertise having spent over 40 years in a labor relations and HR leadership capacity for federal government contractors, including Bethlehem Steel, Ford Motor Company, Ford Aerospace, Loral and Lockheed Martin. Al recently served as the Director of Labor Relations for Lockheed Martin, representing 50,000 employees worldwide, and continues to work closely with the Department of Defense and Department of Labor in a collaborative and instructional role. He has administered and coordinated labor negotiations, arbitration, SCA issues, employee-related legal matters, and human resource training programs.
