Benefits Specialist

The Benefits Specialist is responsible for overseeing the day-to-day management of assigned GSA clients by providing support to designated contacts of assigned GSA clients (employers) and performing benefits administration tasks for these clients. The Benefits Specialist is also responsible for the collection, analysis and processing of client data and preparation of client invoices, vouchers, retirement funding reports, and other client-related reports.

The Day-to-Day: (Essential duties of the position)

  • Serve as primary day-to-day point of contact for GSA client contacts (typically Benefits and Human Resources staff).
  • Perform administrative tasks related to all types of employee benefit programs for assigned clients, including group medical, dental, vision, life, disability, Health Savings Accounts, Flexible Spending Accounts, and retirement accounts.
  • Lead or assist in leading open enrollment activities for assigned GSA clients. These activities include project planning, communications, GSA system updates and processing enrollment changes.
  • Communicate benefits information to all GSA clients’ employees, including in-person benefits meetings, webinars, and one-on-one employee support.
  • Resolve employee issues through customer service, including resolution of issues escalated by Benefits Coordinators and Benefits Support Representatives.
  • Work with benefit plan providers (carriers) in plan administration and problem resolution.
  • Process employee demographic changes in GSA systems, including new hires, status changes, qualifying events and terminations.
  • Process employee enrollment changes with benefit plan provider (carrier) systems, through both electronic enrollment files and carrier web portals.
  • Manage client business process and identify areas for continued improvement, making recommendations to update processes, as required.
  • Serve as a subject matter expert on the client’s plans and administrative procedures and as the key resource for day-to-day issues. Direct the team on handling plan or client specific questions, keeping the team updated on client-specific information.
  • Process data files received from the Client for integration with GSA systems.
  • Perform carrier billing reconciliations (carrier bill versus benefits system).
  • Learn and maintain benefits and Service Contract Act knowledge.

  • Prior Human Resources and proven knowledge of employee benefits administration processes.
  • The ability to use intuition and experience to analyze the situation and take the appropriate action.
  • Exceptional organizational skills and is detail-oriented.
  • Excellent interpersonal and communication skills, both written and verbal.
  • A professional demeanor and manages difficult or emotional customer situations.
  • Demonstrated ability to handle sensitive and confidential information in a secure manner.
  • Works well under pressure with the demonstrated ability to multi-task.

Education & Experience: (Minimum level of required education and experience)

  • Bachelor’s degree, preferably in Human Resources or Business Management.
  • Minimum three (3) years’ experience in human resources or benefits administration.
  • Intermediate Level experience with MS Office products, particularly Excel.
  • Experience with HRIS, payroll, and benefits administration systems.
  • Demonstrated knowledge of laws and regulations impacting employee benefits.
  • Minimal travel – none at this time.
